Just as the missionary you encountered at the MTC expressed, young women are told that it is their responsibility to wear modest clothing, lest they tempt a young man and he fails in his priestly duties. Not only does it send a message to young women that is harmful, but it sends a message to young men that they are incapable of bridling their passions so the responsibility lies with the young woman. Rape Culture tells society that women "are asking for it" when they wear what is perceived to be provocative clothing. This takes responsibility off the rapist for his actions and puts it on the victim. In terms of the priesthood, it minimizes a young man and his ability to control himself. What lesson are we teaching boys, especially when this is coupled with the statement we so often hear: "Women don't need the priesthood because they already "run" the church. If women held the priesthood, men would never do anything in church." Do we really think so little of men/boys that we could possibly think either of these statements are true? Men are responsible for bridling their passions and men are responsible for how they honor and hold their priesthood. But priesthood leaders aren't perfect, and they are liable to make mistakes, not because they deliberately want to be mean, but because they don't have a perfect understanding of the people that they serve. <br /><br />The priesthood itself is the perfect power of God. I saw a man, with a man's weaknesses, a man's ability to make mistakes, and a man's ability to mistake his own opinion's for God's. Even one of the General Authorities spoke on this exact topic last Conference. He said that even General Authorities are imperfect, and asked for our patience. Priesthood holders are only the tools that His blessings/messages are ministered.
